Historical background:

January 2, 1956 in Monrovia, the capital of the Republic of Liberia held a ceremony of inauguration of the President and Vice-President of the Republic. At the celebration came the Soviet government delegation headed by the Chairman of the Council of the Union of the Supreme Soviet of the USSR Volkov. January 11 the signing of a joint communique on establishing diplomatic relations and exchange of embassies between the USSR and the Republic of Liberia.
