In July 1963, held in Moscow an agreement on a treaty between the Soviet Union, the United States and Britain banning nuclear weapons tests. 5 August in Moscow the signing of the Treaty. The agreement was signed: U.S. Secretary of State Dean Rusk, Soviet Foreign Minister Andrei Gromyko, Minister of Foreign Affairs, Lord Hume.
