The film is a joint political and economic program "Consent to chance", designed to facilitate the integration of the Soviet economy in the world economic system. The program developed by Russian Center for Political and Economic Studies (Epicenter) and participants of the project "Strengthening the Democratic Institution" Harvard University, with the support of Mikhail Gorbachev.

Considered in detail the plan of the program "Consent to chance" in the framework of the project "USSR-West".
Stages of the program marked a time frame and a list of objectives to be achieved for the transition to the next stage.
