The film is a joint political and economic program "Consent to chance", designed to facilitate the integration of the Soviet economy in the world economic system. The program developed by Russian Center for Political and Economic Studies (Epicenter) and participants of the project "Strengthening the Democratic Institution" Harvard University, with the support of Mikhail Gorbachev.
