Anti-alcohol campaign, 1985.

In February 1985, the newspaper Izvestia (article "To be or drink?") Published a letter from scientists of the Novosibirsk branch of the Academy of Sciences of the USSR, the meaning of which was as follows: the population of the country is drinking.

This letter enabled the secretary of the Central Committee of the CPSU, Yegor Ligachev, to raise the issue of a sharp reduction in the production and sale of alcoholic beverages at the Politburo meeting.

In May 1985, the Resolution of the Central Committee of the CPSU on strengthening the fight against alcoholism was issued.

The implementation of this Resolution has become a classic example of command-administrative methods of combating the deep vices of society without taking into account the unintended consequences.

As a result, thousands of hectares of vineyards were destroyed, dozens of plants were closed, the country's budget received less than 40% of revenues and a "black market" of alcoholic products arose.

The history of the development of the next Soviet anti-alcohol campaign is being restored by the former chairman of the USSR Council of Ministers Nikolai Ryzhkov, All-Russian Scientific and Methodological Center for Narcology Valentin Galkin, former Minister of Trade of the USSR Kondrat Terekh, former Chief of the Central Administration Wine industry of the Ministry of Food Industry of the USSR Alexander Titov, former chairman of the sobriety society of the ZIL plant Yuri Pronkin.
