The Defense Headquarters decree of October 15 announced the evacuation of diplomatic missions and the government to the city of Kuibyshev.

The decree also mentioned Stalin's departure.

A group of 49 people searched all over the country for a place to build a bunker for the "leader of the peoples." Later, Kuibyshev was proposed, where construction of the bunker began under the building of the regional committee of the CPSU. Construction continued until November 1942. There is a version that after the work was completed, the sappers who participated in the construction were shot.

Stalin never used the shelter.

Even the regional committee employees did not know about the existence of the top-secret facility.

It was only 50 years later that it was opened to visitors.
