The museum was opened on July 31, 2010, in the personal estate of the entrepreneur, Cossack activist Vladimir Petrovich Melikhov in Podolsk near Moscow.

On the estate grounds there is a three-story museum building, a chapel of the Russian Orthodox Church Outside of Russia and monuments: Volunteer of the Russian Army by sculptor K. R. Chernyavsky and Nicholas II. The museum has nine halls, which display materials on the history of the Cossacks, the Russo-Japanese War, the 1905 Revolution, the First World War, the February and October Revolutions, the White Movement and the Civil War, Russian emigration, collectivization, decossackization and the fight against religion, the Great Patriotic War and collaborationism.
