The film tells about the present day of the Non-Black Earth Region, about the implementation of the government decree on the development of the Non-Black Earth Zone in the regions and autonomous republics of the RSFSR.

The film tells about agricultural enterprises of the Non-Black Earth Region, about what is being done in this region in connection with the Resolution of the Central Committee of the CPSU and the Council of Ministers of the USSR on the development of the Non-Black Earth Zone.
