The flag is lowered at half-mast on the Kremlin Palace of Congresses during the All-Union mourning for the victims of the crash of two oncoming passenger trains No. 211 Novosibirsk-Adler and No. 212 Adler-Novosibirsk on the Ulu-Telyak-Asha section of the Kuibyshev Railway in the Iglinsky District. The disaster occurred on June 3, 1989 at 11:14 p.m. Moscow time due to an explosion of liquefied gas due to a leak in the Western Siberia-Urals-Volga Region pipeline, which was laid near the railway tracks.
