On the beginning of the construction of the administrative-command system, on the establishment of Stalin’s personal dictatorship.

Reel №1 Politburo. Pages of History. Issue 8. 1924-1925.

The film is dedicated to one of the turning points in the development of the communist dictatorship in the USSR, when the leader's successors were looking for ways to survive and strengthen their power.

Pragmatists (A.I. Rykov, N.I. Bukharin) proclaimed a new slogan of "building socialism in one separate country", supported by apparatchiks I.V. Stalin and F.E. Dzerzhinsky. G.E. Zinoviev and L.B. Kamenev, noticing the strengthening of I.V. Stalin's positions, tried to seize the initiative at the 14th Party Congress.

The defeat of G.E. Zinoviev and L.B. Kamenev at the congress became an important step towards establishing the personal dictatorship of I.V. Stalin.
